Policy Statement
The purpose of this policy is to comply with federal regulations on state authorization (34 CFR 600.9) and professional licensure disclosures (34 CFR 668.43 and 668.14(b)(32)). These guidelines do not apply to any other determination of student location, including but not limited to residency for tuition purposes or IPEDS reporting.
Rationale
An enrolled student’s location for purposes of state authorization and professional licensure disclosures will be determined at the time of application to the institution and at the time a student declares an academic major that leads to eligibility for licensure or certification when such declaration occurs after initial enrollment at SUNY Oneonta.
Applicability of the Policy
This policy applies to all SUNY Oneonta matriculated students for whom state authorization or professional licensure disclosure requirements apply.
Policy Elaboration
A student is determined to be located in the State of New York if any of the following apply:
- The student’s permanent residence is in the state of New York.
- The student has a local address in the state of New York.
- The student is living in on-campus housing.
Definitions
- Student Location – The student’s physical presence in a state, as determined by SUNY Oneonta based on institutional records, solely for purposes of compliance with federal state authorization and professional licensure disclosure regulations.
- Permanent Residence – The address provided by the student at the time of application and maintained in SUNY Oneonta’s Student Information System (SIS), as updated by the student when changes occur.
- Local Address – A temporary address, reported by the student and maintained in the SIS, that differs from the student’s permanent residence.
- On-campus Housing – Residential facilities owned and operated by SUNY Oneonta.
Procedures
Student location determinations remain in effect until a student submits a change of address in myOneonta. Such a change may be submitted at any time, and the date of submission will be used as the effective date of the student’s revised location. The institution reserves the right to reassess a student’s location if institutional records indicate a change in physical presence.
