The SUNY Oneonta Division of Finance and Administration provides leadership, guidance, and services to promote responsible stewardship of the financial, human, information, physical, and technology resources of the university. We advance the university’s mission by fostering operational integrity, student success, and academic excellence through efficient and effective management of resources, guided by the university’s core values of inclusivity, service and sustainability.

Organization

The Division is comprised of numerous administrative departments and units organized into the following operating areas: Budget and Finance; Business Services and Internal Control (“Controller’s area”); Facilities; Technology (“ITS”), Research, Grants & Contracts (“RG&C”), and Sustainability. The Division is responsible for affiliated organizational activities in SUNY Research Foundation Operations, Oneonta Auxiliary Services (“OAS”), and financial management for the University Foundation (“Foundation Finance”). The Division also maintains administrative oversight of the SICAS Center, a SUNY-wide information system support center hosted by SUNY Oneonta.

The Budget Office at SUNY Oneonta supports the university’s priorities by effectively guiding the development and management of budgets for various university funds. These funds include Oneonta's State Core Operating budget, Stabilization Fund, the Dormitory Income Fund (DIFR), General Income Fund Reimbursable (IFR), Summer & Winter Sessions, Tuition Overflow, and other miscellaneous State appropriated funds.

We are committed to sustainable stewardship of the university’s fiscal resources. The Controller’s area includes several departments that provide services to assist with the successful financial operation of the University as well as student-facing offices that support our campus values.  

Accounting maintains accurate revenue and expenditure data required for sound financial management while ensuring compliance with Federal, State and local policies. In addition, the Accounting Office manages security administration for finance related systems including SUNY BI (Business Intelligence) and other reporting tools.

Business Services provides guidance to the campus community in meeting business and procurement standards established by NY State and SUNY.  This includes facilitating agreements and contracts, assisting with RFPs, promoting MWBE goals, managing Project Sunlight reporting, and administering other related initiatives. The Business Services area also oversees the following departments:

  • Procurement & Travel executes the purchasing and accounts payable functions of the university by providing transactional services for both procurement and travel activity. This area also provides training in procurement procedures including P-Card usage, and all travel-related policy and procedures.
  • Business Service Operations coordinates and manages a wide range of logistical and support services related to campus facilities and operations. Responsibilities include administration of the Morris Complex and EMS, the University's online room reservation system; oversight of the campus facility use permit process for external organizations; coordination of Child Protection Policy compliance; and management of summer programs and conferences. This area also supports various facilities-related initiatives across campus and oversees the operations of Mail Services, Receiving and Supply, and the Print Shop.

Internal Control assists the campus community in meeting the Standards for Internal Control in New York State Government.  Through education and training, risk-assessment, and periodic reviews of prescribed high-risk areas, this unit strives to promote integrity, efficiency, and compliance across campus operations.

The Student Service Center is a student-staffed customer service center that supports Admissions, Student Accounts, Financial Aid, Registrar, and various other campus departments by providing assistance to students, families and community members who call or walk-in with questions or concerns.

Student Accounts issues semester bills for tuition, room, board and fees, collects payments, disburses Federal, State and institutional financial aid, manages student refunds, and collects miscellaneous revenue related to campus activities and facilities.

The Making Cent$ Financial Wellness Program empowers students with knowledge, skills, and tools to effectively manage their personal resources for a lifetime of financial well-being.  The program provides instruction, coaching, and interactive programming to engage students throughout their undergraduate experience and after graduation.

The Department of Facilities, Planning and Safety is responsible for Facilities Operations ("Maintenance"), Facilities Planning, Infrastructure, Energy Management, and Environmental Health and Safety.  While "goals and initiatives" are normally stated in terms of projects, the men and women of the department are tasked with the day-to-day operations, service and development of the infrastructure of a small city.

The Department involves stakeholders in collaborative planning on specific projects as well as the master planning process. Those groups include faculty, staff, and students as well as neighboring municipalities and agencies.  We gauge assessment of our capital projects by actual project completion, quality of work, and needs satisfaction. We are deeply invested in integrated planning and are close to finalizing an update of the campus Facilities Master Plan in early 2023 which will guide the next 10 years of capital reinvestment.

Efficient facilities operations, customer service, health & Safety and energy management are significant components of our mission. Planning, design and delivery of a robust capital program also requires a large portion of our time and attention.

The main campus of SUNY Oneonta consists of 48 major buildings on about 290 acres within the City and Town of Oneonta. By comparison with its peers the campus has a relatively low deferred maintenance backlog and facilities & infrastructure are well maintained. Main campus buildings consist of 31 athletic, instructional and support buildings, 15 residence halls 2 dining halls, and 4 other food service venues. The campus has significant infrastructure including its own electrical substation and central heating plant.

The university owns another 900 acres of property on Lake Otsego and in surrounding areas. The Cooperstown graduate program (museum studies) and the Biological Field Station are located at the Cooperstown campus on lake Otsego. The Moe Pond research facility and the Thayer Farm are used by the Biological Field Station and are located on other properties in the area. 
Oneonta Auxiliary Services (OAS) owns 280 acres of lands adjacent to the main campus including recreational trails and the College Camp. Interestingly, there are 2,775 parking spaces on 24 acres of lots compared to 19.8 acres of roofs. Though we find them interesting, roofs rarely come up in conversation on campus.

The SUNY at Oneonta Foundation is a 501(c)3 not-for-profit corporation established to support the State University of New York at Oneonta.  The Foundation Finance Office is responsible for fund accounting and investment management of over 600 separate funds with net assets in excess of $105M.  Approximately two-thirds of these funds are endowments and along with non-endowed funds, the Foundation is able to provide annual scholarships and program funding for students, faculty and departments.

The Foundation is supported by experienced members of the Board of Directors who serve on the Finance, Audit and Investment committees.  The Foundation Finance Office staff continuously strives towards advancements in processes and procedures used in the management of funds to ensure efficiency and accuracy.

Information Technology Services (ITS) empowers the University community through innovative, reliable, secure, and adaptable technology solutions that support excellence in teaching, learning, scholarship, civic engagement, and institutional stewardship. ITS delivers the technology infrastructure, services, and expertise that enable faculty, staff, and students to succeed in an increasingly digital world. Under the leadership of the Chief Information Officer, ITS is organized into the following departments:

Customer Support serves as the primary point of contact for technology assistance across the University. Through the Service Desk, online support resources, classroom technology services, and technology training initiatives, the team delivers responsive support and guidance that helps faculty, staff, and students effectively utilize technology in support of their academic and administrative goals.

Security and Client Computing safeguards the University's digital environment while supporting the technology needs of the campus community. The department manages cybersecurity programs, security awareness initiatives, endpoint protection, and risk mitigation efforts to protect institutional data and systems. In addition, the team provides lifecycle management and support for university-owned computers, mobile devices, printers, and software, while offering consultation and assistance for student technology needs.

Enterprise Application Services (EAS) delivers, integrates, and supports the enterprise systems that power the University's academic and administrative operations. The department manages critical business applications, data integrations, and digital services that enable informed decision-making and operational excellence. EAS also develops and implements innovative software solutions that enhance services, streamline processes, and support the evolving needs of the University community.

Systems and Solutions delivers and supports the technology foundation that powers the University. Managing infrastructure across our campus data center and cloud services, the team provides identity and access management, storage and computing capabilities, and enterprise technology solutions that enhance services, improve efficiency, and drive digital transformation across the institution.

Networking and Telecommunications provides the secure, reliable, and high-performance connectivity that enables learning, research, and business operations across the University. The department manages the campus network, wireless services, telecommunications systems, and network security infrastructure, ensuring seamless access to digital resources and communication services both on campus and beyond.

A not-for-profit corporation governed by a board consisting of students, faculty, and staff, OAS has served SUNY Oneonta for more than 70 years. Every one of our employees is committed to providing exceptional customer service and those little touches that make SUNY Oneonta your home away from home.

Oneonta Auxiliary Services is responsible for providing resident and retail dining, catering, textbooks, the Red Dragon Outfitters Store, College Camp, ID/dining card, vending, Dragon Dollars, laundry, and check cashing services. OAS is also the fiscal agent for the Student Association.

Dining Services: OAS contracts with Sodexo to provide dining services on our campus. We offer the variety and convenience of six dining locations including two unlimited dining halls – Mills and Wilsbach Halls. All of our dining facilities have been renovated and each offers a unique menu and atmosphere.  Our retail venues include Mills Marketplace, Starbucks in the Hunt Union, Seasons in Fitzelle Hall, and Dragon Tea in the Milne Library.

Red Dragon Outfitters Store: The Red Dragon Outfitters, self-operated by OAS, sells school supplies, SUNY Oneonta logo clothing, memorabilia, gifts, magazines, books written by our faculty members and more. They also have a robust online store operation.

E-Campus Textbook Sales: OAS contracts with eCampus to provide textbook services.  eCampus is a leader in online bookstore services and provides comprehensive textbooks and course material solutions through 24/7 access.  Textbooks are available is all formats – new, used, digital and rentals.  Textbooks can be conveniently shipped to campus for pickup or shipped to home addresses. OAS is committed to working with our faculty to contain the cost of textbooks.  OAS works collaboratively with the Financial Aid office to award Fueling our Dragons textbook grants for students with exceptional need. eCampus accepts all forms of financial aid.

College Camp: The College Camp is located on 276 acres of former farm and woodland located a 1.5-mile hike from the campus. College Camp provides educational, recreational and social opportunities for the members of our campus community through a cooperative venture of the Student Association, SUNY Oneonta, and OAS. Students, faculty and staff enjoy a wide range of activities at camp including a challenge course, fishing, mountain biking, camping, hiking, snowshoeing, cross country skiing, basketball, Frisbee, etc. The Outdoor Resource Center and the Department of Physics and Astronomy regularly schedule events for both students and the general public.

ID/ Dining Card Services: The SUNY Oneonta ID/Dining Card is used throughout campus as the official campus identification, bus pass for students, door access, and for dining, library and Dragon Dollar locations.  Check cashing is available at the ID/Dining Card Office, located in the Red Dragon Outfitters building. ATMs are located in the Living Room of the Hunt College Union and Mills Hall.

Vending: Machines are located in all residence halls and many academic and administrative buildings. Vending machines are equipped with card readers that accept Retail Dining Dollars, Dragon Dollars, Credit/Debit cards, and cash.

Dragon Dollars: Dragon Dollars is an optional spending account and can be used for purchases at all campus dining and retail locations, health center services, vending, parking fees, textbook purchases, copies, program tickets, shipping services, and purchases at participating Oneonta restaurants.

Laundry: Front loading washers & dryers are located in all residence halls. Machine use is unlimited, and no quarters are needed.

OAS Green Initiatives: Oneonta Auxiliary Services is leading the way in green initiatives on the SUNY Oneonta campus. Our contractors have helped us provide recycling containers located in many of the buildings and all of the laundry facilities. We installed front loading washing machines in all the residence hall laundry rooms which saves over a million gallons of water annually and requires less soap. We contract with a company that repurposes all used vegetable oil from the dining halls as biodiesel fuel. Trays were eliminated in the dining halls, which saves soap and water and helps control food waste. Other than napkins, no paper products are used in any of our residence dining facilities. We shred all our used paper which is then recycled. We installed an energy efficient vending machine in the Hunt Union which features organic and natural food items.  We recently purchase two new dishwashers that save 800,000 gallons of water annually. We donate pre-consumer food waste to local pig farmers and lettuce to gerbils. We continue to look for new ways to make a difference every day.

The Office of Research, Grants & Contracts provides planning, regulatory, and policy support for externally funded activities of the university. The office works proactively across the university to maximize its external funding portfolio in alignment with university priorities, and in support of faculty, staff, and student scholarship.

The office oversees proposal development and administration, contract negotiation, research administration, compliance, and business office services throughout the life cycle of sponsored program agreements. The Director also serves as the university’s liaison with federal, state, and local agency contacts, other external agencies, and the SUNY Research Foundation.

The mission of the Office of Research, Grants and Contracts is to enhance research and program development at SUNY Oneonta by providing externally sponsored and contract-funded personnel with comprehensive and compliant financial, human resource, procurement and reporting services for projects administered through the Research Foundation, in accordance with federal, sponsor, Research Foundation, SUNY and campus guidelines.

The SICAS Program supports administrative computing needs for the forty-eight (48) SUNY campuses that operate BANNER Student Administrative Software. The software services and support provided to member campuses through the SICAS Center (located on the Oneonta campus) include baseline BANNER software, enhancements to the BANNER baseline, training, helpdesk, and documentation. A Governance Board and Executive Committee of member campus administration and staff guide the philosophy, policy, direction, and accountability of the Center. The SICAS Program also has several open and associate members who purchase specific software interfaces developed by the SICAS Center.

The primary function of the SICAS Center is to develop and maintain applications and enhancements to BANNER and to serve as a liaison between the member campuses and Ellucian to supplement the maintenance support provided by Ellucian's Technical Currency Program. The SICAS Center is responsible for distributing this software and associated documentation to all of the members. When campuses have problems or questions, they direct them to the SICAS Center, where they are either resolved or referred to Ellucian. All members are kept informed of problems, questions and resolutions encountered by the other members.

Sustainability is a fundamental value of SUNY Oneonta. SUNY Oneonta integrates sustainability throughout the operations, curriculum, administrative units, and engagement opportunities on campus. The Office of Sustainability’s ultimate goal is to create a generation of environmental stewards and leaders who understand how their decisions impact society, business, and the environment. Through experiential learning, student engagement and community service opportunities, the office educates all students on the importance of reducing their ecological footprint. You can see evidence of our commitment to sustainability in the Red Dragon Thrift Shop, courses with sustainability designations in more than half of the academic departments, an active University Advisory Council made up of faculty, staff and students, and an overall commitment to supporting a community that is socially just, environmentally healthy, and economically stable.

Every student who graduates from SUNY Oneonta should have a strong understanding of sustainability and the environmental complexities facing the current and future generations. If this is accomplished, SUNY Oneonta graduates will become part of the solution in achieving a sustainable future.

Education and Engagement

The Office of Sustainability promotes the integration of sustainability across the curriculum through the Sustainability Course Designation Program and the Sustainable Susquehanna Faculty Development Workshop program, which provide resources to strengthen faculty opportunities to develop new courses or revise current courses with a sustainability focus. Student engagement opportunities include events, a peer education program, internships, and educational programs focused on sustainable practices.

Waste

SUNY Oneonta has made great strides in diverting recyclables from the waste stream and continues to focus on campus-wide initiatives to increase recycling. The Office of Sustainability is also working to divert other material from the waste stream including food and electronic waste. Other projects include the Move-Out Donation Program where students donate unwanted items to needy community members and the Red Dragon thrift shop.

Energy

With an annual energy budget of $3.7 million, SUNY Oneonta has both financial and environmental incentives to reduce its reliance on fossil fuel, a finite resource. SUNY Oneonta recently completed its Clean Energy Master Plan- a framework for a financially sustainable energy program that focuses on energy-intensity reduction goals, which supports meeting the carbon0reduction goals of the campus, and provides reliable low-carbon and resilient energy sources that enable and enhance the campus mission. SUNY Oneonta is targeting energy efficiency projects through technology advances as well as energy reduction initiatives through behavioral changes.
